They don't necessarily. If someone has a tattoo, as long as it is healed they can still have an epidural. If it is a fresh tattoo, it can caused problems. But if you think about it, it's ink in your skin, and if you go and stick a giant needle through it, it's going to get into your blood stream. Most of the time they will still do epidurals if someone has a tattoo. It depends on what the doctor says, obviously.
