Answers:

Firstly, don't shave. Shaving makes your legs dry and uncomfortable and prone to shaving bumps or rashes.
I recommend you using hair removal creams - Veet is a good brand. All you have to do is apply the cream on the area you want removing, wait 3 minutes and then shower off. I've used this and I still use it now. It's very good and i've never been softer. It also stops rashes and bumps that you get from shaving. The packaging clearly states not to apply to spotty areas, so if your legs are covered in spots all over, this is not a good thing to use.
Waxing is another alternative. It removes hair right from the root and it leaves your legs smooth, too.
You might want to see a doctor if the spots don't go away.

If you plan to still shave, then apply small amount of baby oil after you shave. It makes you smooth and adds more moisture to your legs.

I hope this helped you.. =) xxx
