Neither - pads are uncomfortable and tampons are unsafe, both are slightly unhygenic.
I'd choose menstrual cups over tampons or pads any day...and I've used most of the 20+ different menstrual options available.
It's not just a choice between tampons or pads, god help us if it was!!!
