Yeah i know that by the time a guy reaches 14, he is a regular with his penis but females at say 15-16? Any ideas?

Females DO masturbate, it's just not as talked about as it is among males. But generally most females by the age of 15 or 16 will be masturbating on a fairly regular basis. Of course if you ask them, they will deny it, but the majority of girls do masturbate. Probably not quite as often as boys, but still pretty often.
