As for the fish oil, it can vary but on average about 2 weeks. Most of the research I have read states it is recommended to supplement the fish oil for mood improvement. You probably need to supplement it with something like 5-HTP or St. John's wort, or SAM-e, or GABA.
I started including Natures Plus Source of Life, it is like a super vitamin, and noticed an improvement in my mood. I also take 1500mg of GABA at night. I also am eating a lot of fresh fruits and steamed veggies and salmon.

my experience and lots of reading

I think any effects you feel will be slow and subtle. Omega-3's aren't a medication. If you're looking for natural ways to help with your depression and anxiety, there are other supplements which some people take like St. John's Wort, Valerian Root, Ginseng, and Kava Kava.

I say get some vitamin D, aka sunshine, that will help.
As to how long till you see changes... it varies. I say on average it will take 2 weeks.
