Suggest me best options for getting a better vision?!

I got performed on Radial Keratotomy in 1991, at that time my vision power was high (-8.5 left, -11.5 right), after that for a long period i was good with out glasses, And got glasses again for past 6 years, recently I underwent eye check up again, and dr. said that my right eye cornea is taking a cone shape, so thats why increasing the power. He suggested to try ICL, but said not sure if it give good results as, eyes already got operated once. Can I know what better options where now to stabilize/get better vision ,
