Creating Tinctures?!

Creating Tinctures?

The type of alcohol that is alway mentioned in the creation of tinctures is basically impossible for me to find. Are there any alternatives? I'm especially interested in external tinctures that can also be used as perfumes.
What can you buy from the average drugstore that would work? Please be specific. I want to get it right.
Also, if there is a link to creating a basic tincture (dried herbs, alcohol, storage, etc.) can someone post it as I could not find any suitable.

The herb book "The Herbalist" by Meyer Books tells how to make tinctures.

If you are not going to be using the tinctures internaly; you could use any alcohol. For tinctures used internaly; you need grain alcohol.

Most liquor stores sell everclear. If you cannot get everclear; get a strong vodka or rum.

Usually vodka is sold at 80 proof. but if you look carefuly; you should be able to find 100 or higher proof vodka. I use this vodka with a kick when I make kahlua.
