You mean too much? If they circumcise somebody as a baby, and take off too much because they don't know how much it will grow and the kid turns out to be rather large, yes this can lead to stretching skin, painful or size-stunted erections, a hairy penis (pulling hairy skin further down) or a curved penis. It does happen sometimes, and it's not unheard of for teens circumcised as babies to need a second operation to allow them to have comfortable erections. One of the many reasons why circumcision shouldn't be allowed on infants.

If you were unfortunate enough to have your foreskin cut off (by means of 'circumsizion') then that's it. Its gone forever. The surgery is irreversible and its nigh on impossible to restore the foreskin.

As Mike said, If you have had a circumcision then you are stuck with no foreskin mate. Your penis will continue to grow normally but the skin on the end of it will remain off

If the foreskin is missing then it's probably been removed during circumcision. It won't grow back, though the remaining skin will grow with your penis.

If too much foreskin is taken off, the skin left over can be really tight and even painful. In some guys, it can get so painful it causes their erections to go away.
