I went through this when i was around 13, im 15 now. Its sort of something only a few boys go through when in puberty, but i think men can get it to. Its sort of like a male "period" where cemen comes out at random times without getting an erection. It's normal, don't worry about it, it's annoying at times i know but it will go away soon.
Very normal, it happens to me too. It's just your body getting rid of old semen, since it's producing new semen. As you get older, you should gradually be producing less and less of it. Also, if you masturbate or have sex, you're getting rid of semen and therefore your body will produce less of the random semen.
