Okay, no one here knows what they're talking about. There is something known as "pearly penile papules". They look like small, yellowish bumps on or near the end (crown) of your penis. They are PERFECTLY NORMAL! Some guys have just one or two here and there. Other guys have them where they form a complete ring around their penis. Again, they are completely normal and nothing to be worried about. Google them for reassurance.

You might want to provide more information. How big are they? Where are they located (Head, shaft, bottom, crown)? They could be genital warts but again, you never had sex so is hard to figure what it could be. They could also be fatty cells that will eventually disappear. Ask your Doctor to be sure.
