'Very popular question recently!.!.Seems a lot of people are misinformed or not taught at all, as i wasn't at a younger age!. so heres my usual answer:
You have Phimosis, which if caught at your age, the foreskin should still be forming so may be easy to treat!.
Stretching exercises, when erect just pull it back as far as it will go and hold for 5 mins!. Do this a few times daily!.!. in the shower helps, and you should see results within days/weeks!. Could also try, if its possible to pull back a bit, pull it back, grab the glands with two fingers and roll the foreskin up over the two fingers as far as it will go (when the ring of skin turns white)!. hold it there for 5 mins!. Lubricant helps with this!!. Or get a prescription from your doc for Betamethasone cream 0!.05%!. It's fairly common, and this should help!. Also try rubbing vitamin E around the top and inside the foreskin, which may help elasticate it!. If it's more serious, you may need a preputialplasty (alternative to circumcision but with no loss of looks, sensetivity or anything, and is less painful with a fast recovery rate!. With a preputialplasty:they make a small incision vertically then horizontally in your foreskin, and stitch it up to have more space for your glans to appear without a total circumcision!.
Speak to your GP about it!.)
Good luck

**edit- make sure you do not pull it over the head till it is ready!.!. if you do, it may be too tight to reverse, and you will have a condition called paraphimosis, where the skin stops the blood flow, and then your only option is a circumcision**Www@Answer-Health@Com

a foreskin that won't retract to expose th ehead/glans needs a bit of stretching!. try the following 2 or 3 times a day - best done in a not bath but even in the shower or in bed works well too!. Just be patient it does take some time to achieve full retraction!.
expose your penis
get it erect
retract as far as you can easily
then pull it just a bit further
hold for a minute
release!.

repeat the retract, pull, hold and release 10 or so times!.!.!.Www@Answer-Health@Com

Just explain what you said here! - to your doctor!.!.!.Www@Answer-Health@Com

play with it more slowly!.Www@Answer-Health@Com

You have a condition called phimosis, which is almost always caused by premature forced retraction of the foreskin of a toddler or infant by individuals who are ignorant of the care of an intact (uncircumcised) penis!.

This premature retraction causes scarring in the foreskin opening and reduces elasticity in the developing tissue!.

Type in phimosis on your browser and will will see a site called CIRP which treats phimosis problems without the damaging radical circumcision!.

Most doctors will try to circumcise you, they make money from it and minority religious groups are trying to promote the practice on others!.

Circumcision isn't necessary or desirable as it destroys penile sensitivity and circumcised men have less than 50% of the orgasmic intensity than the whole, complete penis!.

Stretching the foreskin opening gradually and gently can usually facilitate retraction!.

The dorsal slit or mandarin cut is not done by most doctors (they would rather amputate your entire foreskin, sort of like trying to cure a hangnail by amputating the finger!) so don't let them deprive you of your foreskin!.

The trauma and insult to the penis of an infant prevents normal development and growth!.

Good luck, and stay whole!. Most American men don't know what they're missing!.Www@Answer-Health@Com
