Let me explain!. I've known this my whole life, yet I'm just starting to be curious about it!.
Below the "head" of my penis I have a couple centimeters worth of tan skin!. In between my head and shaft!. Yet the tan skin never covers my head, even when I'm flaccid, so is it still foreskin!?
I was circumcised at birth, so how come I still have a little bit of this skin!.
It doesn't get in the way!. It never covers my head unless I actually stretch it out over my penis head!.

Yes it is called a "loose" circumcision!. You're actually lucky because it's better to have more skin, sensation wise, and to avoid problems with too-tight erections etc!.

Yes, its normal!. Its just because the surgeon gave you a "loose" circumcision, which is fairly common!.
Guys who have been loosely circumcised can generally restore their entire foreskin if they are not content with being circumcised!. Here's an interesting link if you're curious:

The foreskin is a double layer rather like the cuff on a shirt sleeve!. The outer layer is continuous with the shaft skin whilst the inner layer folds back fro it at the tip of the foreskin and then attaches inside immediately behind the coronal sulcus (groove), from where the skin surface continues forward as the glans (head) covering!.
During a circumcision a cut is made through the two layers of the foreskin and the resulting cut edges are stitched together!. Depending on where exactly the cut is made, and whether both inner and outer layers are cut at the same place, there may be no inner layer remaining or quite a lot of it left!.
After circumcision the shaft skin (plus any retained outer foreskin) is joined to the remaining inner foreskin and appears as just skin on the shaft!. It is normal for the remaining former inner foreskin to be a different colour from the main shaft skin - ie akin to the colour of the glans!. In between the former inner and outer skin is the circumcision scar line!. This is often very narrow and hardly noticeable in itself, but can be quite wide and an obvious scar!.
What you are seeing is either the remnant of the inner foreskin or, possibly, the circumcision scar if none of the inner foreskin was retained!.
Either way this is quite normal and nothing to be concerned about!. You are fortunate that your parents saw fit to give you the life-long medical and sexual benefits of circumcision!.Www@Answer-Health@Com
