You're close to average erect size already, and while it is on the small side when flaccid (soft), you're only 13, and have more years to go before you're through with growth and puberty!.
Relax, I know it's difficult, but you need to be patient!.
All guys going through puberty are worried about normal growth and development, but you won't be through it until at least 18,possibly later!.
It sounds to me like you're developing normally, and more than likely you'll end up with your penis being larger than average!.
