Depends on your genetics. And no, shaving has no effect on hair growth, that is a ridiculous myth. I started shaving whiskers at 13, but some guys I knew did not shave until after they got out of high school--or at least have anything really there to shave. And a couple of guys did not shave at all--native american, and had no facial hair.
