ok so as embarresing as this is , i need to get an answer
i notice that on my private parts in which im a male, i notice some white bumps towards like the bottom. well i do have pubic hair and i pulled one of the hairs and it comes from an identical white bumb like the ones i described. does anyone know what this could be? could it be just where heres are supposed to be but dont grow?

What you describe might be hair follicles, or they might be Fordyce's spots (see link). In either case it's normal and nothing to worry about.
