Is it normal to have papules around the head of your penis?
They're not discolored or raised or abnormal. They're just small papules around the glans.
It's the first time I notice them. And it can't be an STD, since I am not sexually active. So what are they?

They're just what you say they are: papules. To be more exact, pearly penile papules.
Yes, they're normal and can't be spread. Usually they're small enough to not make a difference.
