As blood sugars rise due to consumption of carbohydrates, the pancreas will release insulin to counter this increase. The body is very efficient in doing this, even if you were to eat high glycemic foods. A healthy individual who does not have diabetes or insulin resistance will not have blood sugar levels above 140 even post-prandial (after eating). Now, if one were to take steroids, then yes, blood sugar levels can become elevated as a result of steroids propensity to cause insulin resistance. Additionally, if one was to be involved in some form of severe physical trauma, blood sugar levels will increase due to the body
