No. Or at least, the chance is so very very slim that the answer is still no.
Unless one of you has a very rare type of herpes (herpes whitlow) that infects the fingers, then neither of you will have the virus on your hands. The herpes virus doens't live on your hands. The only way to get it on your hands would be to rub your hand against someones infected genitals or mouth. And it would die within minutes on your hands.
I wouldn't fondle him, and then immediately lick my finger. And I wouldn't fondle him and then immediately masturbate. Likewise with his hands. I wouldn't let him masturbate, then immediately fondle me.
But even then, the likelihood of transmission would be low.
