The statement is true with regard to well trained athletes. Trained athletes have a pulse rate of 40 to 70 beats per minute. But their heart pumps more quantity of blood (stroke volume) during each stroke (heart beat) than others.

True with athletes into HR of 30, true with non-athletes into HR of 60 and a little under. As the heart is a muscle, it gets exercised like all other muscles.
