I took this question as a thinly veiled backhanded criticism of the fact that billions are collected by the government each year in taxes from smokers, drinkers, etc and these taxes are easily passed because people think this money goes towards countering the health cots incurred by smoking when in fact, very little if any of this money is used to offset medical costs.
In other words, since 20 billion packs of cigarettes are sold in the US each year, than that should give the US $60 billion in tax revenue to use towards healthcare. I would suspect instead that money goes towards the war, farm subsidies, non-essential beauracratic entities, campaign finance, lobbyists, etc, etc
Basically non-smokers should be outraged that the govt instill fear in non-smokers that 2nd smoke is dangerous, uses this to essentially steal extra tax money from smokers under the premise the money will be used to offset medical costs, and then uses it for other purposes.
