I am a 19 year old boy and i have been sick to my stomach alot lately too where i cant even eat then i found out my blood pressure is high not too high but high then i went to get blood test and my live enzymes are high and i have a low count on my white blood cells. I have been testes for HIV/Aids and hep. and they both came back negative what else could it be

Hmm. Weird. These are all kind of weirdly disparate symptoms. The doctor didn't diagnose you after looking at your test results? Were you tested for _all types_ of hepatitis?
The condition of having a low white blood cell count is called "leukopenia." Causes can include:
"- Infections, such as viral infections and HIV
- Autoimmune disorders, such as lupus
- Certain medications, especially those used in chemotherapy and some antibiotics
- Radiation therapy
- Bone marrow disease, such as leukemia or myelodysplastic syndromes" (http://www.mayoclinic.com/health/low-whi... ).
But this same article notes that unless your count is extremely low, it's unlikely you have a serious problem. Another site (http://www.amarillomed.com/howto.htm... ) says that "Low white counts can be a sign of bone marrow diseases or an enlarged spleen." Could you possibly have ... mono? Are you tired all the time? I got sick as a dog and couldn't eat a thing when I had mono, but of course it was mostly because my tonsils swelled up so big.
High liver enzymes really aren't a good sign, either. You're not a drinker? High blood pressure could simply be an indicator of high anxiety. Have you considered seeing a psychiatrist? The stomach/food thing and the high blood pressure thing might be psychosomatic. Perhaps you need to change your diet, if you eat a lot of garbage food, and eat more bland, natural foods: oatmeal, whole-grain rice, chicken, fish, fruits and vegetables.
