Answers:
If you have anti-HBc (core antibodies) you have had hepatitis B at some stage, and may still have it.
If you have anti-HBs (surface antibodies) as well, the infection has fully resolved, or will do so in the next few weeks.
If you don't have anti-HBs you might be a chronic carrier of hepatitis B, or sometimes this indicates that the infection was a long time ago and the anti-HBs antibody levels have fallen away over time. To tell whether you still have hep B you would need to do a HBsAg (surface antigen).
A fully resolved hep B infection is not a risk to a blood recepient, but different blood banks may have different rules about this. Obviously, you can't donate blood if you still have HBsAg.
