There is no safe amount of time before the age of 5. Sun exposure before the age of 5 is the major risk factor for skin cancer later in life. Obviously, sunblock helps, but it is only as good as the person applying it, cannot get wet and needs to be reapplied every 2 hours. Best policy is to minimize exposure to direct sunlight in the middle of the day.
