Walking will not noticeably bulk up or slim down your thighs.
It will, however, tone them and make them firm, especially the insides of your thighs. They may then appear more slender. Half an hour a day is great!
Walking will not bulk you up! If anything your doing cardio so it will make you lose or maintain your weight.
