Question: -I eat 1400-1600 calories a day.
-I do 1 hour of weight lifting 3 times a week
-I do 30min of cardio with 30min of ab exercises twice a week
-EVERYDAY I walk 10-20 minutes
I'm healthy, but I have about 6-10 extra pounds that need to go away.

You will build up your muscles in 2-3 months. I would hope that you lose the extra lbs. in that same time, so your new muscles can be seen!
