Best method to drop body fat %?
I am 6'2 140lbs with about 10% body fat. I want to gain muscle mass at the same time reducing my bady fat%. However I would rather be skinny with abs than muscular without. I am currently eating about 10% fat, 30% protein and 60% carbs. Weights 3 times a week and heavy cardio 3 times a week. Looking to get back down to 3-5% body fat and maybe put on about 10lbs.

LOL. 3-5% body fat plus 10 pounds. Here is some advice:
You gain muscle by eating (calories)
Calories increase overall body fat
You can't do both. Look at what bodybuilders do. They eat crazy for 8 months and then cut. When they cut they lose muscle. Keeping muscle and losing body fat (3-5% and you'll be in the hospital, BTW) is impossible.
