I work in the coal industry and we use a lot of industrial conveyor belts to transfer material!. Same basic concept as a treadmill, just on a much larger scale!. When you force of conveyor belt to move while there is no power to it you can actually burn up the motor and cause bearing failures because they have load and speed tolerances!.
I am not sure how much of problem this would be on a machine as small as a treadmill, but the extra resistance you are feeling is actually the motors resisting being turned forcibly which isn't a good thing for the machine at all!.Www@Answer-Health@Com

Extra resistance!.!.!.!. It doesn't move without you forcing it moving unless you have a very loose belt around that sucker!. Try running on it without any power!.Www@Answer-Health@Com
