First off, You should NEVER care what other people think of you, or your body!.!.!. In my opinion you are never to anything to wear what you want!.
You are not fat at all, You are way to young to even have to think of something like that!.!.
If people don't like how you look in something, guess what!? They don't have to look then!.
I have to say that peer pressure and social acceptance is a huge thing and that you are trying to meet a standard that is hard for anyone, But girl, no matter how you look, how perfect, thin, or how heavy, or hair color!. Someone other than yourself will have an opinion, good or bad!. Yours are the only opinion that matters!.

You are certainly not too fat to wear shorts!. The shorts in your pictures don't seem to fit you well, the length is nice!. They are not too flattering!.
Go shopping, and try on as many shorts as you can!. Try on stuff that you wouldn't normally even if you hate the colour!. You may find a shape, length or colour that you really like that you didn't think you would ever look good in!.

Of course you aren't to fat! Just promise me you won't wear the shorts in that picture! If you feel self-conscious, then look for a detailed top to wear with them so all the focus in on your top half, not your legs!.Www@Answer-Health@Com
