I've got a question about interval training and resting rate between sets...!

Question: I've got a question about interval training and resting rate between sets!.!.!.!?
Currently my HIIT routine goes like this!.!.!.warm-up, 1 minute sprint/(or uphill jog), then 2 minute rest for about six sets!.

My sprints take me between 170-180 bps BUT when I rest, it sticks between 145-160 bps!.!.!.

!.!.!.I heard that my bps should be lower between sets for interval training to actually work like around 120-140 bps, is this true!?

btw I 'just' started HIIT over 2 months ago so maybe i'm not adapted yet!.!.!.!?

Answers:
There is no single accepted formula for the ratio between High intensity or resting!.

But some guidelines apply!. The high-intensity phase should be long and strenuous enough that a person is out of breath
