Question: After a bicep or tricep workout is it normal/meant to feel almost quite tight in the muscle?
For example, after a bicep workout, when i straighten my arm out in front of my body, my bicep feels tight? Does this mean i've worked it properly?

Absolutely. Tightness and soreness is definitely normal. When you work a muscle, lactic acid is produced to break down the muscle, but is mostly used up while the muscle is working. The soreness is due to the left over acid and the muscle trying to rebuilt itself to get bigger.
If the tightness is only on one arm, it may be a pulled muscle which should deal itself if you rest it
