When you are at rest and not exercising, your blood mainly circulates around your main internal organs (brain, heart, lungs, stomach, intestines, kidneys, liver, spleen, pancreas), because your muscles do not need as much blood. When you start exercising, your muscles require more oxygen, which means more blood flow because the blood carries oxygen. The system that this blood is taking from is the digestive system, because your brain, heart, and lungs have to have their blood flow. That is why you should not swim or exercise immediately after eating, because your digestive system will shut down, giving you cramps.
With all that said, it is best to do your ab workout after your cardio, because your muscles have optimum blood flow (oxygen) going to them.
