Not in the slightest, that requires both diet and regular VIGOROUS exercise.
GP for more years than I care to remember
it may help strengthen your abs more than lose weight, any action you do uses energy and burns calories but this won't be as effective as running, cycling or actual cardio exercises

youd need to do it constantly. so you cant go to the kitchen and get food!!
there are far more effective ways to lose weight. Insteada rocking back and forth, why not run up and down the stairs for 30 mins? take a fast walk somewhere or go for a run?
youre exerting minimum energy by rocking back and forth, if anything your feet and legs are getting a better workout
typically, if you are sitting in a chair, there is a pretty low chance of weight loss. i recommend going for a walk/run.
