What does 'cutting the gums' mean?!

Question: I was browsing through other questions, and I've heard the term 'cutting down the gums'. They said dentists do it for you, but I have no idea what the actual proceedure does/is like.

When periodontal disease progresses to a point where scaling and root planing would not be effective, gum surgery is done...the gum tissue is cut with a scalpel and pushed aside, the roots and bone are cleared of deposits and smoothed, the gum tissue is replaced and stitched while the gum heals, often resulting in long exposed roots that are sensitive, unsightly, and vulnerable to decay...today laser treatment is used instead.

gums disease causes the separation of the gum tissue from the teeth leaving more room for food and other bacteria to lie between and under your gums causing even more damage. When untreated it may lead to complete loss of all your teeth and damage to the jaw bone. It is serious when left untreated. What the dentist does is literally cuts off the base of the gums just centimeters right along the base to remove the loose tissue and leaves the "end of your gums" back to the place where they are healthy and attached to your teeth. Simple. Costly. But necessary to maintain healthy gums.

In our dental circle it usually means periodontal (gum and bone) sugery. There are different procedures for different circumstances.
