Wisdom teeth can be extracted under just local anesthesia, doesn't matter if it's unerupted or not.
At the Oral Surgery Unit in Bellevue Hospital in NYC where I used to work, the oral surgeons routinely did surgical extractions of completely-impacted wisdom teeth with just local anesthesia.
It is usually a matter of patient preference and willingness to pay the extra (hefty) fees for sedation / general anesthesia.
