Ask your dentist about Colgate Prevident or Fluoridex toothpaste. They are prescription, and cost about $10 per tube (so 3x as much as normal). They have much higher concentrations.
You might also try supplementing ACT or the PURPLE Listerine. It has fluoride in it - not as much as prescription toothpaste, but it might help.
A very high % won't help - flouride helps harden enaml on a J curve. Any OTC is going to be about the same.
