It depends on what their orthodontist says, their jaw has to stop growing first, 7 may be a little too young, but it depends on how bad his teeth are. An orthodontist should be able to tell you, and go over it with you.

why would you want them to get breaces anyway if thier teeth are gonna fall out?

It is young!! They still have some baby teeth, so you want to consider braces at age 10 or 11.

i'm 15, and i just had braces...but you have to wait until all of the baby teeth fall out and the jaw stops shifting. At age 7 i'm willing to bet that all of his baby teeth aren't gone? if they aren't and he only has like 2 or 3 left, they could get pulled and he could get braces..but i would go to the ortho and set up an appointment for what he thinks best, people do it all the time.
Depends on his teeth. Most people when I was in school began getting braces at 9/10 and some later ones were about 12. 7 might be a little early but if all of his baby teeth fell out and he knows the responsibilties, annoyance and is willing to deal with braces then ask the dentist.

Yes, but there is a thing called Phase 1 Orthodontics that may be available to you. You need to find different orthodonists' offices and ask around to see if they can. An evaluation is required before treatment.
