Well, you've answered your own question: When people do not get proper dental care, they are much more likely to lose their teeth.

Of course, this works both ways. Without dentists, people don't get dental care. But if people in the area don't care about saving their teeth, they won't visit the dentist, or at least they won't visit as often as they should. In other words, if a dentist tried to open a practice in an area where the people don't take proper care of their teeth, the dentist would be unable to make a living. And that's why there aren't a lot dentists in some areas. Not enough people would go to the dentist, even if there was one available.
