Like the first answer said, his tooth may just still be growing, but wisdom teeth seem to be a lot flimsier than other teeth & it could be damaged which wil result in an infection.
He really does need to see a dentist.
I don't know how he will do that, because here in Britain we get dental treatment for free.

Wisdom teeth regularly start growing then stop and continue a few years later, try getting him to chew an ice cube in the affected area to see if it helps, and if not it could be something like impacted wisdom teeth which can cause a lot of pain (the roots have grown sideways so the wisdom teeth are pushing all the others in your mouth) if that is the case he will probably need them removing at the hospital. A dentist can do it but most won't as there is quite a lot of blood involved and its difficult without a team to help him.
My daughter had her wisdom teeth removed 3 years ago and since then has experienced shooting pain, almost like a nerve radiating from her jaw into her ear. Could this be directly related to the extraction procedure? if he doesn't get it removed, it could become infected and *extremely* painful...he should start saving up now, and call a dental clinic at a local university...they are much less expensive, and you get top-notch care, overseen by experienced oral surgeons.
