Because their was a big controversy back in the early 90's about the FDA taking away everyone's vitamins, and was going to require prescriptions to get them. This happened because the FDA wanted to treat dietary supplements the same as food and drugs. Because of all the disagreements, the congress passed the Dietary Supplement Health and Education Act of 1994. This required DESHA to handle dietary supplements, which is why bottles of dietarty supplements read "not approved by the FDA".

It would make the cost of vitamins extreme. The companies would need to pay millions to to prove safety and efficacy. The government already studied the RDA (recommended Daily Allowance) which is the bare minimum you require before you show signs of a deficiency. No one has ever looked at what dose you need for optimum performance. It's likely that everyone would need a different level and/or combination for that.
