no.
the heimlich maneuver is simply used to push a gust of air up the windpipe to simulate a very strong cough. Coughing is the body's natural way of unsticking objects that are stuck in the windpipe. however; when you're fully choking, the whole pipe is blocked. The heimlich maneuver forces air from the chest cavity upwards through the trachea in hope of dislodging the object.
if you're doing it right, it has absolutely nothing to do with the abdomen.
So if you used the heimlich maneuver on someone who wasn't choking; they would just puff out a gust of air. Then probably turn around and sock you.
(edit: that's why I made a note about if you were doing it right. People see it on TV and think all you have to do is squeeze the tar out of someone; and that's just not true. Personally i think everyone and their mother should at least take a course on how to do the Heimlich Maneuver as it never ceases to amaze me how many people don't have a clue as to what to do when someone's choking.)
The other guy is right. However, I think it is worthy to note that it is also dangerous. That is why you need to be certified to perform it. The person needs to have 100% of their air blocked. Gasping is not choking. People break ribs and sternums performing it, so you don't want to do that if the person isn't fully choking.
