They've done this in public places now where I live for a while!.
Bar owners can still get permits to allow it in bars if they follow guidelines, I know everyone must be over 21!.
It has had a negative effect on restaurants though!. My boyfriend is a bartender so he has alot of friends in the food service industry and they complain of a lack of tips now!.
He previously worked in the cornerbar of the Peabody (a 5 star hotel) This was the only place people could smoke before the ban, they opted not to get the permits to continue to allow, and their tips and sales have dropped (since this was the only place you could smoke it had alot of business from the visitors) so I hearWww@Answer-Health@Com

The state governments would feel it because cigarettes generate ALOT of tax revenue for states!.
