This is verbiage and obscure writing which is not actually clever.
Let's see:
The basic question (under consideration here) is not just a philosophical one. The question concerns genes on the sex chromosomes and their link/relationship to sexual relationships between males and females.
The answer depends on the health outcome in which you are interested.
The answer could be both (science and philosophy), neither of those, one or the other of those. OR the two may interact causing the outcome to be greater (more potent) than the sum of both (synergistic).

Who ever wrote that sentence needs a little lesson in clear statement writing.
