Does Kentucky send urine samples to Indiana to be drug screened?!

I saw on the news that hundreds of drug screen results in Indiana could be wrong and my sister-in-law is in the Drug Court program in Kentucky and gets drug tested 3 times a week. They said she failed and had bleach in her urine. They watch you pee and there's no way she could have drank bleach because her throat would be sore and she'd have a lot of stomach problems. Plus, she's with me like 24/7 so I know she didn't do anything. Also, she has a urinary-tract infection, so could that have something to do with it? And does Kentucky's Drug Court program send urine samples to Indiana?
