If a child is not growing properly, whose responsibility is it to bring the chil!

Question:

If a child is not growing properly, whose responsibility is it to bring the child's problems to light?

Lets say a child is not growing properly. By growing properly, I mean not growing as fast as the children his/her age... And lets also say that there really is a problem with the child, and its not a "everybody's different" kind of case. Whose responsibility is it, to do something about it? The parents? Teachers? Family doctors?

Answers:

The pediatrician should notice early, because they keep a weight and height chart on each child. The parents should notice also. I think as long as the child is healthy, the teacher will probably not call the parents. Everyone grows at a different rate. He or she may hit a growth spurt later in life or they just may be short.
