My dad said his veins are collapsing.. what does this mean?!

Collapsed veins are a result of using needles to inject a substance. Im not saying its drugs, but it could be from irritated hospital visits, a dull needle, and repeated intravenous injections.

Collapsed veins arent too serious, but still if he has hypertension he is strongly at risk for heart failure.
