He won't go deaf from the sound of one firecracker. However if he is having any bleeding from his ear he should go see a doctor. If you've ever been to a concert where the music was really loud you probably had ringing in your ears for a while afterward. The inside of the ear contains cilia. These are tiny hair-like projections that move according to pressure changes. The cilia's movements are perceived by the hair cells as sound. When you are exposed to a loud nose it temporarily paralyzes the cilia and you will hear the ringing in your ear. Eventually they will start performing normally and the ringing should go away. However, repeated loud noise around the ears can permanently damage the cilia and then you have a hearing loss. Tell him to stay away from loud noise and to be sure not to stand so close to anyone throwing a firecracker. At the very least when you are around loud noises wear ear plugs.

There should be no permanent damage to the ear, it will just take like 15 minutes for the ringing to stop and your friends ear will be back to normal. If the ringing persists for more than an 45 min than contact your doctor.
well it shall not be permanent. its quite common when you hear something really loud your ears don't respond immediately. it would take some time. but if your friend has terrible pain then visit a doctor ASAP.
