You may not be able to train to the best of your ability for this marathon. But if you have a good base rate of fitness you should be able to put in some long runs and get yourself up to coping with marathon distance.
Start running only when you have no pain. more normally when you have experienced no pain for a week.
Start with a short slow run, no more than 1 mile and very slow. MP+60 - 120. rest for a day and if you feel fine repeat an easy run. Short and slow. Build up the milage slowly over the first week or so and keep the pace slow.
It is best to run off road as this will apply less force and impact to your feet. If you are running a road marathon then you will need to run some road mileage but try to keep it to the minimum.
11 weeks is still fine to get in some long runs and a decent taper.
