It's a great deterrent, it works the same(ish) as CS gas, it makes your eye's burn, your nose sore and breathing becomes difficult. This will make it a 'bad day' for asthma sufferers! Other than once the effect wear off a person is left unharmed. So if you want to carry it for your own protection, go for it! Typically its illegal to carry it in the UK, we have to fight off an attacker with our handbags and stilettos!
