there are many possible answers to your question, but I would need more info. Are they puffy? Itchy? My first thought would be an allergic reaction, but you would notice swelling and irritation. The eyelids have alot of blood vessels in them, so we tend to notice when they're irritated, but it usually appears dark. (dark circles). Try doing some cold compresses several times a day and see if it helps.
