Answers:
An eyeglass prescription is a written order by an optometrist or ophthalmologist to an optician for eyeglasses!. It specifies the refractive power to which the eyeglasses are to be made in order to correct blurred vision due to refractive errors, including myopia, hyperopia, astigmatism, and presbyopia!. It is typically determined using a phoropter or an automated refractor!.Www@Answer-Health@Com

Alex,
the "tool" as you call it is called a Refractor!. There are over 100,000 combination of lenses inside it!. Without knowing how to measure for prescriptions and what each means, you would spend a lifetime of trial and error finding someone's prescription!.

Why not take 8 years, go to school and learn how to do it to save society and provide medical care!.Www@Answer-Health@Com

Its a phoroptor, see the photos
